Hardware: I am using a RadioShack Pro-106 Digital Trunking Scanner. These frequency files should work with any scanner that can be attached to a computer.

Software: I am using Bu-Tel ARC500 software to upload and download from my scanner. You should be able to use any software that supports GRE500, Vscanner, or CSV files. (CSV will be a bit more tricky to configure, though.)

Once you've importeded my data, most software will let you change/rearrange these scanlists however you'd like.
